汉斯·凯尔森（Hans Kelsen，1881～1973），出生于布拉格，原籍奥地利。1911年起任教于维也纳大学，曾参加1920年奥地利共和国宪法的起草。1920～1930年任奥地利最高宪法法院法官。1940年开始流亡美国，后加入美国籍。先后在哈佛大学和加利福尼亚大学执教。他的著作丰富，曾被译成二十多种语言。
